PhonerLite is a robust VoIP softphone application for Windows.
It contains a dialer, call info screen, device volume adjustment, phone book, log and a statistics section. The user needs to provide information such as server and authentication for it to work.
Activity is logged (calls, duration etc.) and the basic phone book allows you to store a contact name, number, and comment.
PhonerLite supports state of the art encryption methods like TLS, SRTP and ZRTP. It is available as freeware to use, though is not open source.
