- scp PAL Video timing (not retrieving tv standard from data folder)
- scp PAL SubPicture timing (not processing resolution and drop type statements)

Changes for v0.15P - v0.15q
- sst parser not closing files, causing too many open files problem
- conversion rule relational operators
- buffer overflow problem in mpeg encoder
- Time map discontinuity flag now set properly.
- time map for titles < 1 second long not formed properly (time_unit not zero)
- corrected window interaction (from 0.16)
